Planning application submitted for flagship redevelopment of Andrews Place
We’re pleased to announce that a full planning application has now been submitted to Chelmsford City Council for the flagship redevelopment of Andrews Place and Rainsford Lane, marking a major milestone in plans to deliver high‑quality, affordable homes for local people.
Since early 2024, we have been working closely with customers, community members, councillors, and local specialists to shape a redevelopment proposal that responds directly to the growing housing need in Chelmsford. The project aims to significantly improve the quality, sustainability, and affordability of homes in the area.
Over the past 18 months, we have held three public consultation events and engaged extensively with residents and stakeholders. Feedback from these sessions has played a central role in shaping the final proposals.
As part of the planning submission, we have requested permission to demolish the existing homes at Andrews Place and the CHP‑owned garages nearby. Notices have been displayed locally by our partners, Ceres.
If approved, demolition will take place in two phases. Phase one sees the removal of the bungalows within the hoarded site boundary. Phase two looks to demolish thegarages, which will only begin once the full planning application has been determined.
We’ll continue to provide clear and timely communication to local residents, ensuring notice before any works affecting the garages commence.
Once validated, full details of the planning application will be available on the Chelmsford City Council website.
This announcement follows the recent news that CHP and Southend-based Estuary Housing Association have come together to form a new organisation, Delta Housing, from 1 April 2026. Both organisations bring decades of experience and strong local roots. The merger will increase capacity to deliver more homes and services across the region.
Fiona Hollingsworth, Growth and Partnerships Director at Delta said: “The Andrews Place redevelopment is a key example of Delta’s shared ambition to expand the supply of affordable homes, including dedicated housing for older people, modern apartments, and family homes.”
Over the coming months, residents will begin to see Delta branding alongside CHP as the transition to the newly merged organisation progresses.
